Principles of Cost Accounting and Management (PCAM)

Description

PCAM is a 3-week instructor led training course taught at the U.S. Army Financial Management School at Fort Jackson, SC. This course can be instructed via mobile training team for organizations who need the training and meet the minimum course load requirements.


This course provides the basic principles, concepts, and terminology related to cost analysis and cost management. Two-thirds of the course focuses on basic cost accounting processes and concepts while one-third is dedicated to the application and reinforcement of the concepts learned through practical exercise and case studies. This course is not intended to teach the mechanics of GFEBS, but will provide the knowledge needed to leverage GFEBS to its full potential and develop leaders' ability to think critically about controlling and managing costs while fully supporting commanders and the mission.


Prospective Candidates

This course is for all components - Active, National Guard, and Reserve. NCOs will hold the rank/grade of Sergeant/E5 to Sergeant Major/E9. Officers will hold the rank/grade of 2nd Lieutenant/O1 to Lieutenant Colonel/O5. Any civilian pay grade may attend.


Target Audience

The target audience for this course is command designated cost experts or personnel who will fill command analyst positions.

Intermediate Cost Accounting and Management (ICAM)

Description

ICAM is a 3-week instructor led training course taught at the U.S. Army Financial Management School at Fort Jackson, SC. This course can be instructed via mobile training team for organizations who need the training and meet the minimum course load requirements. This course provides in-depth instructions related to cost analysis and cost management concepts, theories, and application. The first week of this course reinforces the material from the Principles of Cost Analysis and Management (PCAM), but also introduces more advanced concepts and practical exercises. The last two weeks focuses on the application of concepts by providing several case studies and practical exercises that progressively become more complex.


This course educates military and civilian personnel on advanced cost analysis and cost management principles, theories, and application. This course is not intended to teach the mechanics of GFEBS, but will provide the critical knowledge needed to leverage GFEBS to its full potential and develop leaders' ability to think critically about controlling and managing costs while fully supporting commanders and the mission.


Prospective Candidates

This course is for all components - Active, National Guard, and Reserve, military and civilian. NCOs will hold the Rank/Grade of Staff Sergeant/E6 to Sergeant Major/E9. Officers will hold the Rank/Grade of 2nd Lieutenant/O1 to Lieutenant Colonel/O5. Civilians will hold the Pay Grade GS-9 to GS-14.

GFEBS Cost Management

Description

GFEBS Cost Management is a 2-week instructor led training course taught at Fort Jackson, SC. This course can be instructed via mobile training team for organizations who need the training and meet the minimum course load requirements. This course will provide GFEBS in-depth instruction related to cost management - capturing data, enabling system administration, performing cost assignment, cost accumulation, revenue accumulation and cost monitoring, generating reports, and maintaining core financial system requirements.


GFEBS training provides a core financial enterprise resource planning solution that is used to manage the Army's general fund, dramatically improve financial performance, standardize business processes and ensure the Army can meet future needs for combat operations and day-to-day financial management activities.


Prospective Candidates

This course is for all components - Active, National Guard, and Reserve. Any Soldier or civilian, regardless of military component or grade, who has been command-designated as a new GFEBS user who uses cost data is recommended to take this course. These personnel serve in organizations responsible for utilizing GFEBS to conduct cost management functions.

Master of Cost Estimating & Analysis

Description

The MCEA is a 24-month, part-time program that is taught jointly with the Air Force Institute of Technology (AFIT) of Dayton, Ohio. Students take two courses per quarter, for eight quarters. The MCEA curriculum will fulfill the education and training requirements for Business-Cost Estimating (BUS-CE) career field certification, DAWIA levels I, II, and III. The Component Director, Acquisition Career Management (DACMs) is the certifying agent for DAWIA levels I, II, and III certification in Business-Cost Estimation.


This program blends web-based, online instruction with video tele-education (VTE), and is tailored to students whose careers will not allow them to participate in a full-time, traditional, on-campus program.


The web-based courses are paced week-to-week by the instructors, but students have the flexibility to do their coursework at times of their choosing during each week. The VTE classes meet at a pre-determined three hour block once per week during the quarter with the concurrence of the student's current command or organization.

CLM 016 Cost Estimating
This module focuses on basic cost-estimating tools and techniques. Cost estimates are one of the fundamental building blocks of the acquisition process. The cost estimate and its supporting budget are a part of the baseline against which a program's progress and success are measured.


CLB 007 Cost Analysis

Cost Analysis (excerpted from BCF-103) focuses on the basic cost analysis process. Cost estimates are one of the fundamental building blocks of any acquisition program. At the end of this module, you should be able to define various financial management terms as they relate to the defense acquisition process, determine when various cost estimates are required to be prepared, determine what estimating methodology is most appropriate, and determine what cost data is of interest to various program stakeholders.


CLB 024 Cost Risk Analysis Introduction

The Cost Risk Analysis Introduction module provides the foundation for an understanding of risk management as it relates to cost estimation. It addresses program risks that help ensure program costs, schedule, and performance objectives are met.
