<P>Part I – Purpose and Scope </P>

<P>The Chemical Demilitarization Program is a national program of high significance to theArmy, the Departments of War and State, the Administration, the Congress, and theinternational community. This is a congressionally mandated program. The objective of theChemical Demilitarization Program is to destroy the United States (U.S.) inventory of lethalchemical agents and munitions and related material, thus avoiding future risks and costsassociated with its continued storage; this objective was achieved in July 2023. The Chemical Demilitarization Program supports the international initiatives to rid the world ofchemical weapons, as outlined in the Chemical Weapons Convention (CWC). </P>

<P>The Chemical Demilitarization Program is this nation’s response to the mandate of publiclaw and commitments under the CWC. The program is established by and subject to theprovisions outlined in title 50, United States Code (U.S.C.), Section 1521 (as amended),which mandates that the U.S. chemical weapons stockpile must be destroyed by the deadlineestablished by the CWC and under no circumstances later than December 31, 2023. </P>

<P>The United States ratified the CWC on April 25, 1997. The CWC is an international treaty banning development, production, stockpiling and use of chemical weapons. Under the treaty, chemical weapons were to be destroyed by April 29, 2007, with a possible one-timeextension until April 29, 2012. The Secretary of Defense notified Congress on April 10,2006, that the United States would request an extension of the destruction deadline to April29, 2012. The notification also stated that the United States would not achieve that milestone based on the current schedules, but that the Department of Defense would continuerequesting resources needed to complete destruction as close to the 2012 deadline as</P>

<P>2 </P>

<P>practicable. A formal request for the extension was presented to the Organization for theProhibition of Chemical Weapons (OPCW), which is the international organization overseeingimplementation of the CWC provisions and approved by OPCW in December 2006. All nations that are party to the CWC must comply with international law and are subject to a stringentinspection regime conducted by the OPCW. The Department’s policy is to safely andefficiently destroy the U.S. lethal chemical stockpile as soon as possible. </P>

<P>The Chemical Demilitarization Program previously consisted of two Acquisition Category1D Major Defense Acquisition Programs (MDAP)–- Chemical Demilitarization-U.S. Army ChemicalMaterials Activity (CMA) and Chemical Demilitarization-Assembled Chemical WeaponsAlternatives (ACWA). Both MDAPs are currently inactive because of completing destruction ofthe nine chemical weapons stockpiles. The Army has responsibility for oversight andmanagement of CMA with the Director of the CMA providing management of the Chemical StockpileElimination (CSE) Project, which was responsible for completing destruction of nearly 90percent of the U.S. chemical weapons stockpile at seven sites in 2012 and completing facilityclosure and closure of environmental permits and contracts in 2015; and execution of theChemical Stockpile Emergency Preparedness Program (CSEPP). In accordance with U.S. law, OSDhas direct oversight of the ACWA Program, which is responsible for neutralization destructionfacilities in Colorado and Kentucky including the operations and closure phases. </P>

<P>With the complete destruction of the declared U.S. chemical weapons stockpile, whichoccurred in July 2023, the final phase of the Chemical Demilitarization Program is underway,Closure. Closure includes decontamination and decommissioning, followed by demolition. PEO ACWA is nearly complete the decontamination and decommissioning of the destructionfacilities, and will begin demolition at both sites in FY 2026. </P>

<P>3 </P>

<P>The Chemical Stockpile Emergency Preparedness Program (CSEPP): The CSEPP is a complementaryeffort to the Assembled Chemical Weapons Alternatives Program to enhance protection of thecivilian population during storage and disposal of the U.S. chemical weapons stockpile inKentucky. CSEPP operations and requirements at the Alabama, Arkansas, Maryland, Indiana,Oregon, Utah, and Colorado locations have been completed with the elimination of thestockpiles at these sites. With the destruction of the U.S. chemical weapons stockpile inKentucky, the U.S. Army and the Department of Homeland Security/Federal Emergency ManagementAgency (DHS/FEMA) will complete the closeout of CSEPP. </P>

<P>The Army has the responsibility for closing out the on-post portion of CSEPP which will beconcluded, and the program terminated by the end of FY 2026 and therefore requires noadditional funding after FY 2026. DHS/FEMA has total responsibility and accountability forclosing out the off-post portion of CSEPP which will be concluded and the program terminatedby the end of FY 2027 using FY 2026 2-Year O&amp;M funding. Therefore, no additional off-postfunding is required after FY 2026. </P>

<P>The Assembled Chemical Weapons Alternatives (ACWA) Program: The Omnibus Consolidated Appropriation Act for FY 1997 (Public Law 104-208) directed that the Under Secretary ofDefense for Acquisition, Technology and Logistics (USD(AT&amp;L)), conduct a program to identifyand demonstrate not fewer than two alternatives to the baseline incineration process for thedemilitarization of assembled chemical munitions. In 2002, Public Law 107-248 assigned theProgram Manager (PM) ACWA the responsibility for the destruction of the chemical weaponsstockpiles at the Pueblo Chemical Depot in Colorado and the Blue Grass Army Depot inKentucky. In June 2011, DoD certified a restructured ACWA program pursuant to title 10,U.S.C., section 2433a. In February 2012, the Program Manager position was changed to aProgram Executive Officer position. In March 2012, the ACWA program received Milestone Bapproval and an approved Acquisition Program Baseline (APB) that reflected revised cost andschedule estimates. In July 2012, permanent orders were signed to re-designate the U.S. ArmyElement, ACWA to the Program Executive Office (PEO), ACWA effective October 1, 2012. </P>

<P>In March 2015, the ACWA program commenced destruction of the remaining 10.25 percent of the</P>

<P>U.S. chemical weapons stockpile using the Pueblo Chemical Agent-Destruction Pilot Plant(PCAPP) Explosive Destruction System (EDS) in Colorado. On September 7, 2016, the PCAPP MainPlant commenced destruction operations. On June 7, 2019, the Static Detonation Chamber (SDC)1200, which was previously referred to as the Explosive Destruction Technology (EDT) for the</P>

<P>mustard-filled 155mm projectiles destruction campaign, at Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) started operations. On January 17, 2020, the BGCAPP MainPlant started operations. </P>

<P>On March 22, 2022, the Milestone Decision Authority signed the Acquisition DecisionMemorandum approving a revised APB for PEO ACWA due to numerous fact of life changes thatinclude: changing the processing approach for 67% of the munitions, the addition of two SDCsand changes in waste handling at BGCAPP; the use of the EDS and three SDCs for problematicmunitions at PCAPP; and the refinement of the closure methodology for both sites.On February 19, 2022, the PCAPP SDCs began processing mustard-filled mortars. On March 30,2022, the Anniston SDC began disposing of non-contaminated rocket motors, a secondary wastefrom processing rockets at BGCAPP, which completed on April 3, 2025. The BGCAPP SDC 2000 which has been operational since Jan. 27, 2023, completed secondary waste disposal of the GB(Sarin) drained containerized rocket warheads (CRW)on August 11,2025. The BGCAPP SDC 1200,which has been operational since Oct. 25, 2023, completed secondary waste disposal of the VXdrained CRWs on Sep. 11, 2025. </P>

<P>The ACWA Program completed destruction of the remaining U.S. chemical weapons stockpiles atPCAPP and BGCAPP. The PCAPP Main Plant completed destruction on June 16, 2023. The PCAPP SDCs completed destruction on June 22, 2023. The BGCAPP Main Plant completed destruction onJuly 7, 2023. Both sites are in the closure phase, which is expected to continue into FY2028 through administrative closure of environmental permits and contracts. </P>
</Sect>

<Sect>
<H4>Part II - Justification of Funds Required </H4>

<P>The funds requested in this budget submission are required to carry out thecongressional mandate of title 50, U.S.C., section 1521 and the commitments of this nationunder the Chemical Weapons Convention (CWC). This document provides justification for FY2027 financial requirements in support of the Chemical Demilitarization Program, which isbudgeted in the Chemical Agents and Munitions Destruction, Defense appropriation. The following paragraphs provide a summary of the activities planned for FY 2027 that requirefunding. </P>

<P>5 </P>

<P>The Chemical Stockpile Emergency Preparedness Program (CSEPP) has completed support ofcloseout at the Blue Grass Army Depot (BGAD), where chemical weapons were stored, and in theoff-post community surrounding the storage facility and therefore requires no funding for FY2027. </P>

<P>The Assembled Chemical Weapons Alternatives (ACWA) program activities at the PuebloChemical Agent-Destruction Pilot Plant (PCAPP) will include the following efforts: completionof demolition of the Main Plant, and initiation of final sampling and report development forpermit closeout. The ACWA program activities at the Blue Grass Chemical Agent-DestructionPilot Plant (BGCAPP) will include the following efforts: completion of demolition at the MainPlant, SDC 1200, and SDC 2000; and initiation of permit and contract closeout at the MainPlant, SDC 1200 and SDC 2000. </P>

<P>Aberdeen Proving Ground, Maryland, and is the management organization responsible for theimplementation of alternatives to the baseline incineration process for the demilitarizationof chemical munitions. A contract to design, build, test, systemize, operate, and close apilot plant based on neutralization followed by bio-treatment at Pueblo Chemical Depot,Colorado was awarded to Bechtel National Incorporated in 2002. Bechtel National Incorporatedcompleted destruction of the remaining U.S. chemical weapons stockpile in Colorado on June22, 2023. A contract to design, build, test, systemize, operate, and close a pilot plantbased on neutralization followed by supercritical water oxidation (SCWO) at Blue Grass ArmyDepot, Kentucky was awarded to the Bechtel Parsons Joint Venture in 2003. In August 2020,the PEO ACWA decided not to use the SCWO system due to safety and operational concerns. The BGCAPP contract has been modified to support the shipment and ultimate treatment of theneutralized agent by-product at an off-site treatment facility. Bechtel Parsons Joint Venture completed destruction of the remaining U.S. chemical weapons stockpile in Kentucky onJuly 7, 2023. The Anniston SDC completed disposal of energetics from PCAPP, and on March 30,2022, began disposing of non-contaminated rocket motors, a secondary waste from processingrockets at BGCAPP, completing this mission on April 3, 2025. The BGCAPP SDC 2000 which hasbeen operational since Jan. 27, 2023, completed secondary waste disposal of the GB (Sarin)drained containerized rocket warheads (CRW)on August 11,2025. The BGCAPP SDC 1200, which hasbeen operational since Oct. 25, 2023, completed secondary waste disposal of the VX drainedCRWs on Sep. 11, 2025. </P>
