Pentagon — The Army's newest fiscal stewardship program is making progress in educating the force on how to responsibly manage appropriations, says LTG Thomas Horlander, Military Deputy To The Assistant Secretary Of The Army (Financial Mgmt. & Comptroller). He said the 18-month-old Command Accountability and Execution Review (CAER) program resulted  in many improvements in the way the Army optimizes spending.
